Day is Wednesday– ruled by Mercury. Mercury rules 3rd H (allies) and 6th H (dispute and quarrels). Mercury is well placed in the 10th H. Biden has strong support of his allies and he may have to handle “quarrels and dispute” too.
Lunar day (Tithi) prevailing at the time of oath – 8th lunar day of waxing Moon. 8th Tithi can generate conflict and problems. The energy of this tithi is good for the destruction of any obstacle or enemy. Some feminine guidance proves very auspicious for anything that is born on the 8th lunar day.
The combination of Wednesday + 8th Tithi forms an in-auspicious combination in Election Astrology that can have the energy of destructive fire.
Aries rising, with Mars and Moon in Aries in the 1st H.
1st L Mars in the 1st H is giving strength to the 1st H. He will exercise his power and authority with independence. He may display good amount of initiative and aggression in his way of functioning.
Ketu in the 8thH may actually bring his presidency face-to-face with few sudden dangerous catastrophes too. But this same Ketu in the 8th H may let him tap-into some secret (even occult) or mysterious energy/power, and through that he may actually bring lots of wealth to the USA Government Exchequer (Rahu in the 2nd H).
Since he has sworn in when Moon is in Ashwini nakshatra. So for the next one-month-and-twenty-four-days his presidency will be running the KETU main period. He needs to be very careful in this period because KETU is placed in the 8th H and I have explained the likely effects of the “Ketu in the 8th H” in the oath-time-horoscope.

Normally it is advisable to have a fixed sign in ascendant and/or Moon in the oath-Time-horoscope for inviting stability for the person in his post during his tenure.
Aries is movable sign. Both ascendant rising sign and Moon sign being a movable sign (Aries) is not a very good factor for the stability of Joe Biden’s presidency.

Biden is Scorpio rising in his birth horoscope. And he has taken oath in Aries rising. Aries is 6th from Scorpio, so that can be little challenging.

Sun, Saturn, Jupiter, Mercury are in Capricorn in the 10 thH. The 10th H of power and authority is strongly activated in this horoscope. He may come out as a president who wants full control on everything. He may insist on everybody following a strict protocol.
These 4 planets in the 10th H are also activating the opposite 4th H of internal security and peace. Moon the 4th H ruler is in the 1st H with Mars. Internal security is his top priority. Mars in the 1st H is also seeing the 4th H and 8th H. All the security (and intelligence) agencies must be on full alert for atleast the next two months.

The Moon’s nakshatra in the oath-taking horoscope is Ashwini. Generally Ashwini is considered to be a good nakshatra for Oath-Ceremony. But in Joe Biden’s birth horoscope (as well as Kamla Harris’ birth horoscope) the nakshatra of natal-Moon is Ashwini. This is not very auspicious. Normally natal Moon’s nakshatra is avoided for choosing the time for doing anything important.
